Zur Politischen Ökonomie von Rentengesellschaften: Die Bolivarianische Revolution in Venezuela

 

Die Bolivarianische Revolution in Venezuela ist gescheitert und das Land steckt in der tiefsten Krise seiner Geschichte. Der Artikel diskutiert aktuelle entwicklungsökonomische Ansätze zum Thema Rohstoffe und Entwicklung und plädiert für eine Neuausrichtung der Forschung. Hierfür wird ein Ansatz zur Analyse von Rentengesellschaften präsentiert. Auf dieser Basis analysiert der Beitrag die Herausbildung rentengesellschaftlicher Strukturen in Venezuela und deren Kontinuitäten im bolivarianischen Transformationsprozess. Die Krise muss – so die These – als ein Ausdruck des fortwährenden Rentismus verstanden werden.

Im bolivarianischen Prozess Venezuelas, der 1999 mit dem Wahlsieg von Hugo Chávez begann, spielte Bildung eine zentrale Rolle. Tatsächlich erlebte das Land zunächst eine außergewöhnliche Bildungsexpansion zugunsten der unteren sozialen Schichten, was einerseits zu politischer Handlungsbefähigung und demokratischer Partizipation der vormals vom politischen Leben Ausgeschlossenen führte. Andererseits gelang es nicht, die hierarchische Fragmentierung des Bildungssystems zu überwinden und die traditionell großen Bildungsungleichheiten abzuflachen. Letztere verstärkten sich mit dem Einsetzen der wirtschaftlichen und politischen Krise ab 2013 erneut und untergruben die emanzipatorischen Effekte der Bildungsreform. Der vorliegende Artikel untersucht das erste Jahrzehnt der bolivarianischen Bildungspolitik aus einer hegemonietheoretischen Perspektive. Er analysiert die formale Schulreform, die non-formalen Bildungsmissionen und die Hochschulpolitik auf ihre ermächtigenden und stratifizierenden Auswirkungen hin und zieht daraus Schlüsse für die Bedeutung von Bildung für (gegen-)hegemoniale Prozesse.
