Approaches to Governance

Die aktuellen Transformationen von Staatlichkeit werden oftmals als Wandel von Government zu Governance bezeichnet. Dabei geht es um die verstärkte Einbindung von Akteuren wie Unternehmen und NGOs in staatliches Handeln, etwa im Rahmen von Private-Public-Partnerships, und zumeist auch um die Formulierung neuer Politikinhalte, wie z.B. die Abkehr von einem universellen Wohlfahrtsstaat. Dieser Paradigmenwandel wird sowohl durch Überblicksbeiträge zu den Konzepten Governance und Global Governance als auch durch empirische Analysen aktueller europäischer und lateinamerikanischer Governance kritisch analysiert. Dabei kommt der Mehrebenen-Analyse – d.h. den wechselseitigen Einflüssen der globalen, nationalen, regionalen und lokalen Ebenen im Entwicklungsprozess – besondere Bedeutung zu. Das vorliegende Heft soll damit einen Beitrag leisten, die aktuellen poliökonomischen Rahmenbedingungen der entwicklungspolitischen Praxis zu erfassen.

  • Abstract

The aim of this article is to give an overview on the different meanings and directions of the concept of governance within the framework of development studies. First, the emergence of the concept of governance will be illustrated within the perspective of recent socio-economic transformations. The resulting contextualization of the conjunctural background of the current discourse on governance shall provide the ground for the following description of the concepts general characteristics. In a second step the diverse approaches to governance will be presented, to provide the basis for an analysis concerning the potential and the problems of the concept for development studies and politics.

Zwischen Normativität, Analyse und Kritik: Die jüngere Diskussion um Global Governance

  • Abstract

Trotz der großen Bandbreite der Beiträge zu Global Governance lässt sich als ein Bedeutungskern herausdestillieren, dass es um staatliche Steuerungsfähigkeit in Zeiten der Globalisierung auf verschiedenen räumlichen Ebenen geht. Zunächst werden zentrale Elemente von Global Governance herausgearbeitet, um anschließend auf die potenzielle Bedeutung dieses Konzeptes als interparadigmatischen Diskurs einzugehen. Mit dem Begriff können aus unterschiedlichen theoretischen Richtungen angesichts der konstatierten Transformationsprozesse Verständnisse von Politik und des Politischen entwickelt werden. Angesichts einiger Defizite wird in der Folge gefragt, ob (a) die gesamtgesellschaftlichen Entwicklungen ausreichend in den Blick kommen, (b) welche Rolle der Staat spielt und (c) wie die relevanten und zu bearbeitenden Probleme in der Diskussion um Global Governance betrachtet werden. Inwieweit (d) Global Governance ein (europäisches) Gegenprojekt zur aktuellen US-Politik darstellt, ist genauso umstritten wie (e) die Rolle peripherer Länder in der aktuellen Transformation der Politik. Unterschiedliche Vorschläge gibt es schließlich (f) hinsichtlich der analytischen und strategischen Ausweitung des Begriffs Global Governance. Abschließend geht es um die bislang geringe Bedeutung von Global Governance in den emanzipatorischen Bewegungen für eine andere Globalisierung.

New Regions and New Modes of Regional Governance in Central Europa and in Brazil

  • Abstract

The paper analyses regional modes of governance by conducting a comparative investigation of growth alliances in two regions: the newly emerging so-called Central European Region Centrope, in the border region of four nations: Austria, Hungary, Czech Republic and Slovakia, and the well established Greater ABC Region, formed by seven municipalities of the metropolitan area of São Paulo, in the south-eastern part of Brazil. The analyses of both modes of governance will show how these territories are socially produced, therefore not coinciding with existing political or administrative units. The comparative analysis focuses on forms of spatio-temporal fixes, comparing the regional institutionalised class compromises in terms of participation and exit options of capital and state. It aims at a better understanding of the peculiarities of these new modes of governance.

Implementing the Urban Italia Regeneration Programme in Cinisello Balsamo (Milan): Change and Continuity in the Pattern of Local Governance

The paper examines a multi-level and multi-sectoral territorial policy for neighbourhood regeneration: the Urban Italia programme in Cinisello Balsamo, Italy. Within the debate on the contemporary shift from well structured government dynamics towards more indefinite and participatory governance practices, the article contributes with observations taken at the level of the local administration, questioning the adoption of European policy models and advocating it as institutional learning. Analysing the social structure human agency dynamics within a project aimed at creating new public spaces through a participatory programme, the paper sheds light on a number of structural and conjunctural elements intertwined with human habitus explaining innovation and continuities in urban governance.

Central Eastern Europo in the Global Market Scenario: Evolution of the System of Governance in Poland from Socialism to Capitalism

  • Abstract

The article attempts to analyze Central Eastern European Countries (CEECs) focusing on the restructuring of governance and on the evolution of the complex network relations constituting the framework for decisional processes concerning economic, social and territorial development in Poland. The evolution from the highly hierarchical structure of the pre-1989 period towards the governance model characterising the transformation period will be looked at as a process increasingly embedded in a scenario dominated by international agents such as international financial institutions, the European Union, international capitals. It is possible to affirm that the presented transformation did not coincide with a withdrawal of the state, but mainly with a process of restructuring of apparatuses and hierarchies, following the guidelines of the neoliberal approach. The claimed neutral position of the state, guaranteeing complete freedom to the market, while provoking the dismantling of the socialist welfare system, implied a strongly biased behaviour as the state provided the necessary framework for new economic mechanisms to freely reproduce themselves.

Anfang vom Ende? Zum Zustand des neoliberalen Projekts in Lateinamerika

  • Abstract

Der vorliegende Artikel interveniert in die aktuelle Debatte um die Zukunft des neoliberalen Projekts in Lateinamerika unter Rückgriff auf theoretische Konzepte von Gramsci, Poulantzas und aus der Regulationstheorie. Vertreten wird die These, dass das neoliberale Projekt in den lateinamerikanischen Gesellschaften und in den staatlichen Apparaten erfolgreich verankert werden konnte und dass es trotz der Wahl linker Regierungen und dem Wiedererstarken sozialer Bewegungen noch nicht am Ende ist. Lateinamerika steuert heute weniger auf eine Phase des Post-Neoliberalismus zu als vielmehr auf einen reformierten und modernisierten Neoliberalismus.
